Tensions in Black Sea As Russian and Ukrainian Ships Clash Near Strategic Bridge

MOSCOW (AP) — Russia and Ukraine traded accusations over an incident at sea Sunday near the disputed Crimean Peninsula, increasing tensions between both countries and prompting Moscow to block passage through the Kerch Strait. Russia’s coast guard said that three Ukrainian navy ships made an unauthorized crossing through Russian territorial waters, while Ukraine alleged that one of its boats was rammed by a Russian coast guard vessel. The Kerch Strait is a narrow body of water nestled between Crimea and the Russian mainland. The incident began after the Ukrainian navy claimed a Russian coast guard vessel rammed one of its tugboats, which was traveling with two Ukrainian navy artillery boats from Odessa on the Black Sea to Mariupol in the Sea of Azov, via the Kerch Strait. “Russian coast guard vessels … carried out openly aggressive actions against Ukrainian navy ships,” the Ukrainian navy statement said. It said a Russian coast guard ship damaged the tugboat’s engine, hull, side railing and a lifeboat. The statement added that Russia had been informed in advance about the planned journey. Russia then blocked off the strait. The move comes after months of growing tensions between Ukraine and Russia, which annexed Crimea from Ukraine in 2014 and has steadily worked to increase its zone of control around the peninsula. The Kerch Strait is the only passage into the Sea of Azov beyond it. The strait is crossed by the recently completed Kerch Bridge, connecting Crimea to Russia. Transit under the bridge has been blocked by a tanker ship, and dozens of cargo ships awaiting passage are stuck. Russia has not given any indication of how long it will keep the strait blocked off, but a long-term closure to civilian traffic would amount to an economic blockade of Ukrainian cities on the Azov coast. And Russia’s Black Sea Fleet greatly outmatches the Ukrainian navy. Ukrainian cities on the Sea of Azov include strategically vital centers such as Mariupol — the closest government-controlled city to Donetsk and Luhansk, the breakaway regions of eastern Ukraine controlled by Russia-backed separatists. Russia’s Federal Security Service, known as the FSB, told Russian news agencies Sunday that the Ukrainian ships held their course and violated Russian territorial waters. The FSB accused the Ukrainian navy of staging a provocation against Russia. “Their goal is clear,” an FSB statement said — “to create a conflict situation in the region.” The statement didn’t mention ramming a Ukrainian tugboat. Though a 2003 treaty designates the Kerch Strait and Sea of Azov as shared territorial waters, Russia has been asserting greater control over the passage since 2015. The Ukrainian Foreign Ministry said in a statement that Russia’s actions were a violation of the U.N. Charter and international law, and pledged to “promptly inform our partners about Russia’s aggressive actions.” “Such actions pose a threat to the security of all states in the Black Sea region,” the statement said, “and therefore require a clear response from the international community.” Dmitry Kiselyov, a commentator on the state-controlled Rossiya channel, told viewers of his Sunday evening news program that Ukrainian President Petro Poroshenko — encouraged by the U.S. — is looking to pick a fight with Russia in the Black Sea. (2 Dec 2018) Ukrainian authorities claim Russia is blockading its ports in the Sea of Azov. The country's minister of infrastructure said on Sunday that no Ukrainian ships heading to or from the ports in Mariupol and Berdyansk have been allowed in over the last seven days. "All vessels which were entering Azov Sea in direction of seaport (of) Mariupol and Berdyansk were stopped by Russians," said Volodymyr Omelyant. Dockers at Berdyansk port also said that ships were much less frequent at the Azov Sea ports. "(The ships) rarely come. You can see that there are no vessels," said docker Vitaliy Sinhur. The seizure of three Ukrainian naval vessels and their crews last week stunned local workers, both civil and military.   "I’m worried (for sailors detained in the Kerch Strait) because we overcame together many things," said the captain of the Kremenchug smaller armoured gunboat, the same as that detained in the Kerch Strait. The three ships were trying to pass through from the Black Sea into the Sea of Azov through the narrow Kerch Strait between Russia’s mainland and Crimea. The Russian coast guard refused to let them pass and after many tense hours of maneuvering fired on the Ukrainian boats and seized them along with their 24 crewmen. Ukraine has imposed entry restrictions on Russian men amid the spiraling conflict and called western countries to boost their presence in the Black Sea to deter Russia from further aggressive actions. The Sea of Azov is a sea in south-eastern Europe. To the south it is linked by the narrow (about 4 km or 2.5 mi) Strait of Kerch to the Black Sea, and it is sometimes regarded as a northern extension of the Black Sea. The sea is bounded in the north by mainland Ukraine, in the east by Russia, and in the west by the Crimean Peninsula. The Don and Kuban are the major rivers that flow into it. The Sea of Azov is the shallowest sea in the world, with the depth varying between 0.9 and 14 meters (2 ft 11 in and 45 ft 11 in). There is a constant outflow of water from the Sea of Azov to the Black Sea. The sea is largely affected by the inflow of numerous rivers, which bring sand, silt, and shells, which in turn form numerous bays, limans, and narrow spits. Because of these deposits, the sea bottom is relatively smooth and flat with the depth gradually increasing toward the middle. Also, due to the river inflow, water in the sea has low salinity and a high amount of biomass (such as green algae) that affects the water colour. Abundant plankton results in unusually high fish productivity. The sea shores and spits are low; they are rich in vegetation and bird colonies. The name likely derives from the settlement of and area around Azov, whose name comes from the Kipchak Turkish asak or azaq ("lowlands"). A Russian folk etymology, however, instead derives it from an eponymous Cuman prince named "Azum" or "Asuf", said to have been killed defending his town in 1067. A formerly common spelling of the name in English was the Sea of Azoff, which is closer to the Russian pronunciation. In antiquity, the sea was usually known as the Maeotis Swamp from the marshlands to its northeast.[ It remains unclear whether it was named for the nearby Maeotians or if that name was applied broadly to various peoples who happened to live beside it. Other names included Lake Maeotis or Maeotius (Mæotius or Mæotis Lacus); the Maeotium or Maeotic Sea (Mæotium or Mæoticum Æquor); the Cimmerian or Scythican Swamps (Cimmeriae or Scythicæ Paludes); and the Cimmerian or Bosporic Sea (Cimmericum or Bosporicum Mare). The Maeotians themselves were said by Pliny to call the sea Temarenda or Temerinda, meaning "Mother of Waters". The medieval Russians knew it as the Sea of Surozh after the adjacent city now known as Sudak. It was known in Ottoman Turkish as the Balük-Denis ("Fish Sea") from its high productivity.

The frigate was spotted 1.5 nautical miles off the Crimean coast in the area of the town of Feodosia. A helicopter was visible onboard, the witness said. He was speaking during a press conference in Moscow on Sunday. “Key provisions of international law were violated, not only of maritime law, but also general international law, including the UN Charter, including the 1982 Convention on the Law of the Sea and other international legal instruments, which repeatedly require all governments to respect the sovereignty of another government,” he said. The violation “happened in a dangerous fashion, manoeuvring in a narrow strait, of course, could create a threat and risks to the normal movement of vessels in this area,” Lavrov added. The Ukrainian Parliament (Verkhovna Rada) is set to discuss the introduction of martial law after the incident. “And with the declaration of martial law, these nationalist radicals will generally feel that their hands are untied. So we strongly urge Kiev’s Western sponsors to calm down those who are now trying to earn political points for military hysteria in connection with the upcoming elections and other events in Ukraine,” the minister said. The Ukrainian navy has accused Russia of firing at some of its ships in the Kerch Strait. Hostilities ramped up when Russia blocked off the narrow channel of water after three Ukrainian navy ships made an 'unauthorised crossing’. The Russian coastguard was filmed ramming one of Ukraine's navy tugboats before opening fire on it and two artillery boats. 'Intercepted video' showing the tugboat being rammed by the Russia border service has been shared by Ukraine's Interior Minister. Arsen Avakov described it as a an act of aggression that 'will be used as proof in international court'. 'Russian coast guard vessels ... carried out openly aggressive actions against Ukrainian navy ships' during the transit, the Ukrainian navy statement said. It said a Russian coast guard ship damaged the tugboat's engine, hull, side railing and a lifeboat. The ships were travelling from Odessa on the Black Sea to Mariupol in the Sea of Azov. The Kerch Strait is the only passage into the Sea of Azov beyond it. It follows months of growing tensions between Ukraine and Russia, which annexed Crimea from Ukraine in 2014. Crisis in Ukraine: Russia Extends its Control over the Black Sea and Strategic Waterways On May 15, President Vladimir Putin took part in the opening ceremony of the Crimean Bridge – “a super 19-kilometre-long construction” linking Crimea to Russia’s Krasnodar region. This bridge is strategic and broader the economic and geopolitical implications in the region. The decision of Crimea to join the Russian Federation has strategic and geopolitical implications. The union of Crimea with Russia redefines both the geography as well as the geopolitical chessboard in the Black Sea basin. It constitutes a major setback for US-NATO, whose longstanding objective has been to integrate Ukraine into NATO with a view to undermining Russia, while extending Western military presence in the Black Sea basin. With the March 18, 2014 Treaty signed between Russia and Crimea, the Russian Federation will extend its control over the Black Sea as well over the Sea of Azov, the West coastline of which borders on Eastern Ukraine and the Donesk region. Under the agreement between Russia and Crimea announced by president Putin, two “constituent regions” of Crimea will join the Russian Federation: the “Republic of Crimea” and the “City of Sevastopol”. Both will have the status of “autonomous regions”. The status of Sevastopol as an autonomous entity separate from Crimea is related to the location of Russia’s Naval base in Sevastopol. Since the break-up of the Soviet Union, Russia retained its naval base in Sevastopol under a bilateral agreement with Ukraine. With the signing of the March 18th Treaty, that agreement is null and void. Sevastopol including the Russian naval base become part of an autonomous region within the Russian Federation. The naval base is no within Ukraine under a lease agreement. Moreover, Crimea’s territorial waters now belong to the Russian Federation. Russia now formally controls a much larger portion of the Black Sea, which includes the entire coastline of the Crimean peninsula. The Eastern part of Crimea –including the Kerch straits– are now under Russia’s jurisdiction control. On the Eastern side of the Kerch straits is Russia’s Krasnodar region and extending southwards are the port cities of Novorossiysk and Sochi. Novorossiysk is also strategic. It is Russia’s largest commercial port on the Black Sea, at the cross-roads of major oil and gas pipelines between the Black Sea and Caspian sea. Historically, the Kerch straits have played a strategic role. They constitute a gateway from the Black Sea to Russia’s major waterways including the Don and the Volga. During World War II, the Kerch peninsula occupied by Nazi Germany was an important point of transit by land and water. In the coldest months of Winter, it became an ice bridge linking Crimea to the Krasnodar region. The Kerch straits are about 5 kilometers in length and 4.5 km. wide at the narrowest point between the tip of Eastern Crimea and the peninsula of Taman. Kerch is a major commercial port linked to railway, ferry and river routes. the integration of Crimea into the Russian Federation means that Moscow is now in full control of the Kerch Straits linking the Black Sea to the Sea of Azov. The Ukrainian authorities are no longer in control of the port of Kerch. The bilateral agreement between Russia and Ukraine governing the maritime route through the Kerch straights has been scrapped. The straits constitute an entry point into Russia’s major river waterways. The Sea of Azov connects with the Don River and the Volga, through the Volga Don Canal. In turn, the Volga flows into the Caspian sea. The Kerch straits are strategic. The Kerch-Yenikalskiy Canal allows large vessels to transit from the Black sea to the Sea of Azov. the Kerch Straits link the Black Sea to the Volga which in turn connects to the Moscow river through the Volga-Moskva canal. Full control of the narrow Kerch straits by Russia ensures unimpeded maritime transit from the Black Sea to Russia’s capital as well as the maritime route to the Caspian Sea. The Russia-Ukraine 2013 agreement pertaining to the construction of the bridge had, for all purposes already been scrapped before March 16. Crimea’s union to Russia was already in the pipeline prior to the referendum, it was a fait accompli. Less than two weeks before the March 16 Referendum, at the height of the crisis in Ukraine, Russia’s Prime Minister Dmitry Medvedev ordered the state-road building corporation “Russian Highways” “to create a subsidiary company that will oversee the building of a bridge across the Kerch Strait”.
